I think it was Eddie -turned and immobilized so she could keep him where she could take care of him.

I believe her plan was to get Rick back to her camp, attack Rick so he would be forced to defend himself, and she'd then be close to Eddie so she could change near him, and they'd be together forever.

He left her where she died. She got her wish. Why she didn't just stab herself beforehand, I have no idea. Perhaps she just didn't have it in her.

It looked to me like Rick wrapped her in a bag and tied it up....I don’t think he shot her so she couldn’t turn. I could be wrong, though?
