You still haven't answered the question; The administration has been busily building the infrastructure of the unionized bureaucracy for four years. How have they done that without funding?

And I asked you to find a link pertaining to that as I found nothing. Zip. Zilch. Nada. The only thing that I've ever heard is that they took Medicare funds.

To begin with, it should be obvious enough that the so-called “Affordable” Care Act that authorized Obamacare is not self-executing. Washington can call it “mandatory,” but if new spending approval were unnecessary, we would not be at a stalemate now.

It isn't clear if it's already gotten funding or needs funding to implement. Btw, that article is worth a read.
