Heck, George Jones used to regularly ride his lawn mower 20 miles or more to the nearest bar after his wives took his car keys away fro drinking too much.

If getting half loaded while mowing the lawn was a crime 30 years ago, my Dad would have been in jail every weekend . . . . . .

You cannot ride a lawn mower on a public road with a suspended license? Does that mean a 15 year old boy with no license cannot ride a lawn mower on a public road?

Most riding mowers are not “street legal” anyway.

FYI: In 2001 Congress passed legislation permitting any person over the age of 62 or disabled to ride a motorized bicycle or tricycle on public roads so long as the gasoline engine was less than 50cc, or the electric motor is less than 750 watts. Maximum speed allowed is 20MPH, and it must have head, brake, an rear lights, turn signals, and horn. No drivers license or registration is required.

These are street legal in all 50 states, and most states permit more lenient laws. For instance, (surprise) CA allows a top speed of 30 MPH, anyone over the age of 16, is legal without a DL. However, on streets with Bike Lanes, a helmet is required.
