I read Trump as insinuating that he has reason to believe that the WH pdf will be exposed as a fake at some point in the future. This is almost a veiled threat by Trump, IMO.
At one point, IIRC, Trump did claim that his private investigators could not confirm the Kapiolani birth or the existence of a BC in Hawaii DOH, and that was totally independent from and prior to Arpaio’s investigation.

He knows the Congress will not do anything until either the GOP retakes the Senate or until after Obama leaves office.
