I’d talk the neighbor first and let him know that if it happens again the you will not hesitate to call animal control. If you have too call, make sure that it states that the dog was “AT LARGE” or off the owners property and not being controlled by the owner. Dog owners have the responsibility to keep their dogs within their control and on their property - they need to install one of those invisible fences (they work like a charm).

Invisible fences work. But then you rely on your neighbor. Being pro-active, can you get a Dillon Aero on a tripod?
