The University Police in University Park is the de-facto police force. Even if someone had called 911 from off campus, they would be directed to the University Police for any action that took place on campus.

As it was, Joe put MM in touch with the proper authorities, his immediate superiors, and that was that. Not sure what else he was supposed to do. Don a cape maybe?
Call a real cop maybe. Find out who the boy was maybe. It did happen in the football locker room. I’m sure if a few trophies had been stolen he would have followed up.
