Not so long ago, every little town had a power dam on a river or reservoir. Power was a municipal utility, just like water, gas and sewer. I wouldn’t mind seeing a return to that. Piecemeal can be good, for instance voting. Or electrical power. Or states, or counties within a state. All the hurdles you can throw in front of a sweeping negative event are fine by me.

Some of the modern retrofits for small old dams can produce a surprising amount of power from a dam with as little as 10 feet of head.
