Proverbs 11:10 is an observation on human nature. As proverbs generally are. It is not a heavenly dictat.
There is absolutely nothing in the New Testament that would indicate Jesus celebrates in casting souls into hell.
There is endless fodder in the Old Testament for people that want the Bible to agree with their views, which is probably why we were given the New Testament.
Loving one’s enemies as yourself doesn’t leave a lot of wiggle room for rejoicing when they die in an evil state and are cast into hell.
Feelings of relief or justice are different issues.
8 But do not forget this one thing, dear friends: With the Lord a day is like a thousand years, and a thousand years are like a day. 9 The Lord is not slow in keeping his promise, as some understand slowness. Instead he is patient with you, not wanting anyone to perish, but everyone to come to repentance. II Peter 3:8-9
