He was already out of the car when advised not to follow. Did he get in and back out again. He was advised not to follow and his answer was ok. There is no evidence he started following again.
He was never “told”, “instructed”, “directed”, “advised”, etc.
The dispatcher said, “We do not need you to do that.”
If a sign in a restaurant says, “Customers do not need to tip their wait staff.” The sign is not telling/instructing/directing/advising etc. to tip or not to tip. It is up to the customer.
