I don't think we traditionally fly flags at half staff for foreign heads of state. Having said that, nothing this administration does would surprise me anymore.

As for whether they are better off now than they were then, I suppose that would depend on who you talk to. White South Africans may say no. But black South Africans would probably prefer the way things are now, with all its flaws, to life under apartheid where they had no control over their lives.

According to the U.S. Flag Code, the flag can be flown at half staff for foreign dignitaries upon a presidential proclamation.
