hmm ~ however, let's say you come home and your basement is flooded so deep it covers your breaker box ~ your correct action would be to call 911 to get the fire department out there to flip the switch on the nearest transormer, or maybe one outside your house.
The problem is your home, although deep in water, is a potential fire and electrocution hazard!
In this case though it's probable the lady didn't know what a breaker box was all about.

however, let's say you come home and your basement is flooded so deep it covers your breaker box I'd suspect that, with your breaker box underwater, the water would have already tripped the breaker feeding your house (and those around yours).

Flooded basements can be very hazardous - especially if you have never experienced the problem and/or how to cope. This incident helps illustrate how knowledgable electricians and plumbers have to be in order to work safely and effectively. God bless 'em.
