If you had funds for food and veterinary care certainly you could have found the money for a kennel. You can pick them up for less than $50.00 on Craigslist.

I have addressed this in several posts. I did not have funds. The dog lived a long life. She was not abused and was not harmed in any way by my using a leash instead of a kennel. Point is, the man may have had reasons for having his dog tied in the kitchen. A kennel would not have saved his dog from the police. Police probably shot at the barking.
