I just noticed, in the pic of the stamp with the 2008 in it....
Looks like you can take out the two digit year section and put another in.
When the 08 is removed (NOT CUT from another stamp) flipped, and installed, the “8” lines up with the “9” of July 29.
They were too stupid to do their homework and know what a real 1980 Hawaii post stamp looked like.
Just like they were dumb enough not to catch that student registry goof.
