Nobody gets to vote for the European Commission. They’re all appointed. The European Parliament’s members are voted in (they weren’t originally), but they have no power of legislative initiative and act only as a rubber stamp for the Commission, who both writes laws and passes them. (What’s missing here? Yup, separation of powers; the executive is both writing and passing laws.)
