No, basic market economics and borne out by history:

Already refuted in the text you omitted: "we already have drug use because very few of those who are undeterred by the inherent harms of the drugs themselves are deterred by the possibility of arrest and conviction."

Also refuted by history - legalizing the addictive mind-altering drug alcohol did not produce a nation of useless alcohol addicts.
