Since they know exactly what the guy they are looking for looks like, what earthly excuse do they have for this?
Possibly that the guy is trying to enter a secured zone and they're trying to ascertain his reason for being there.
A few years back there was a really big and bad thunderstorm that moved through the area where I lived during rush hour. A LOT of trees down, and power lines with them. Plus flash flooding. The police had roads blocked off, including one that I normally cut through as a shortcut in getting home, and were turning back anyone who couldn't produce a driver's license saying that they lived down them.
For people who were listening to the streaming police scanner last night, they should recall the traffic about how the press were trying to get into the area that had been cordoned off. In that kind of situation NO ONE other than someone who had real business being there (like police, and possibly homeowners) should have been allowed to pass.
