They are still overrepresented ~ but you’re assuming that California will always continue to receive a quota of imported water. You guys give up the ghost and hand it over to La Raza and there won’t be enough people living there to tend a flock of tame geese.

I thought your point was that blacks totally own the democrat party and are “40% of the Democrat vote overall”,
or “Blacks are today THE DEMOCRAT PARTY itself.”.
Weird, it must be why Mississippi with it’s 37.3% black population goes republican every election and Massachusetts with it’s 7.8% blacks or Vermont with it’s 1.1% black population, never does.
Californa doesn’t import much water from other states. They do move it around a lot from the mountains to various deserts.
Current Democrat policy is to deny water to areas that vote (R).
