Authorities tracked down the 78-year-old owner who told agents his family 'didn't want the dog' and he 'didn't know what to do with him.' So they tied him to the tracks in hopes he'd be killed. Good God...

Wow. Evil AND stupid.
Hard to think of a more high profile way of trying to get rid of your dog than tying it to the railroad tracks, a way in which you could cause numerous deaths and a lot of damage.
And then you ADMIT it when the authorities come calling?
