Torture chair?...
There’s a sneak peek that shows a dental chair with some torture implements. It’s not clear from the preview who they are for:

Yep.
It was a dentist’s chair with handcuffs affixed to the arm rests. There was a rolling table a few feet away from it with various stainless steel instruments placed upon it as well as a device to force liquids down the throat.
It was in a secluded room and Andrea and the advisor were watching the governor prepare it for...someone from above where he apparently did not see them.
This was seen in the Talking Dead preview of this week’s episode.
