More like illiteracy.
This would depend on the age of the child.
Lousy parenting does also come to mind.
My Ma used to introduce me to each object, with a full description of how to use it and how dangerous it could be, as i became curious about it.
But She had had an older Brother to watch grow up!

I was thinking more in terms of the influx of illegals from Third World countries, when I mentioned illiteracy. If the parents can’t read, because of circumstances in their home country, what chances do the children have?

Come to America, and you can have an anchor child who will then be given an education, tax/tuition-free and while that child is dependent upon you, you cannot be deported.

The parents know enough to get on welfare immediately, though they need an interpreter, and can’t sign a legal document.

But don’t get me started on immigration or “affirmative action,” as personal experiences come into play and my righteous indignation raises its ugly head.

Suffice it to say, I have no sympathy for stupid.
