Isn't High Altitude Airborne Launch and Recovery of Space vehicles already in the development process?

"Isn't High Altitude Airborne Launch and Recovery of Space vehicles already in the development process?" High altitude launch is a current capability, for up to about a half-ton or so into orbit, I think.

Airborne retrieval has usually only been done for things like sampling materials and film packets, though it is possible for larger capsules, and generally not considered man-rated.
