I believe there will be a college football version of the Premier League, where the big programs will break away from the NCAA, and set up their own TV contracts, and even allow member schools to pay their players.

If you’re proposing a minor league system to replace college football, I’m with you all the way. Let good high school players play for pay like baseball players on NFL farm teams. I don’t think pro college football would work as a rival to the NFL. College football is too regional to generate the TV revenue that the NFL gets. With the smaller TV revenue the teams would never be able to generate the revenue to get the good NFL players to come over. The talent is too watered down as it is and a second pro league would just water it down more. That’s why I prefer NFL farm teams as an alternative.
