Both statements are untrue. The US and Israel had friendly relations before the 67 war. And there was no US arms embargo against Israel then. Prior to 1967, we sold them lots of weapons as we also sold weapons to Egypt In both cases, it was primarily "defensive" type weaponry.
The US was not the primary supplier to either however. Most advanced offensive Israeli weapons came from France and the UK, and most advanced Egyptian weapons were from the Soviets and East Block countries.
The Israelis relied on French Mirage war planes and British Centurion tanks while the Egyptians and Syrians had Mig fighters and Russian T-54 tanks.

But the US and USSR did work together to counter Israel, France, and the UK in the Suez Crisis.
And the (communist infested) State Department was strongly opposed to offensive Israeli action. The Israelis had a lot to hide at the time, including the fact that they initiated the war.
So I am sticking with the possibility that the Israelis were trying to prevent intelligence from leaking before they accomplished their objectives. That is a heck of lot more believable than the the IAF mistaking the Liberty for the El Quseir.
