Nobody gets any reward, and that was how they had it planned.

The reward was offered for info leading to arrest and conviction, and they knew that they were not going to allow him to live and blab out the facts in court.

There is an entire body of law pertaining to rewards and claims made open them.

It is a subspecies of Contract Law.

The answer is in there somewhere.
