I need a suggestion for a program without a steep learning curve to position photos with descriptions on a page and print them. Other than short descriptions there's no text.
Excel can work with that one
Word can do that too.

Pretty easy to insert text once you figure out the font size you need in relation to the size of text box.
Power Point is good for that also. Get Microsoft Office and take your pick.

You’re gonna spend $799 for Microsoft Office as suggested? Google Docs (now perhaps called something else) will do that for ya for free!
Depending on the photos, I’d like to put 6 to 8 on a page.

Forget photoshop...
Ya need to take a loan out on your home for that.
Microsoft Publisher works great for that. Easy to postion and size pictures and make text boxes wherever you want to put them.
Unless you are a real pro I would suggest one of the earlier version of Photoshop Elements.
I have seen them on ebay for at or below $30.
It is pretty basic but Picasa is free.
I like Photoshop Elements for what you are describing. You can get it for under $100 and can take care of almost any of your needs. I had been running Photoshop 7 for several years on an old computer but bought a new laptop and couldn’t believe how much they want for that so I bought Elements.
I also use Microsoft Publisher quite effectively as well.
Virtually every image on this website has been massaged in one way or another with both Photoshop and Elements.

I learned to use Publisher at least fifteen years ago. Back then it was very simple. Now running Publisher 10 and it has grown to a pretty sophisticated and useful program. Course all the experts make fun of me. We publish quite nice 32 and 40 page catalogs with about 120-150 images.
Yes, Microsoft Office would be the best way to go.
