There's a new character in Anna Karenina who is more interesting than the others. He is some kind of nutty communist with, as far as I can tell, schizophrenia or Asperger's disease, and also an alcoholic. I'm waiting for him to fly off the handle and kill someone, possibly Konstantin Levin, who is a very tiresome person.
I think when people are talking about the "excellent characterization" in this book, they mean "everyone is as boring as they are in real life."
