So, if it’s sand, why is it compacted between the treads of the tires? In all my earthly experience, I’ve learned only wet dirt/sand does that.

From experience, the red sands (4 punctured tire changes from chain link fence debris) of the southern oil fields of Saudi Arabia does it too. Very fine sands or maybe some would call it silt.
