It wasn’t the owner that was killed. The owner should be charged with murder.
How about if they weren't his dogs at all which in spite of the poor wrting in the article appears to be the case, then if the actual owner were a "rescuer." his worthless a$$ should be buried under the jail. Any jackass who endangers his neighbors by harboring dangerous vicious animals and then compounds the crime by not controlling them needs to feel the full effect of the law just as though he hauled out a shotgun and gunned his neighbor down for fun.
The neighbor is just as dead regardless of the motives of the owner.
