"Friends of Syria" was a term covering rebel organizations,...so not totally sure of why this seems to be on their website.....
Notice that there is a link toward the end of the text to an Iranian website....and the entire article comes from TEHRAN (FNA)

Can’t help you with your post #2 question. As for the article at large. It seems to fit in with other reports we are reading from diverse media sources. That being. The rebels are not having such an easy time in their quest to topple the Assad government.
