Have you considered that the City Council critters may be as thoroughgoing whackjobs as the voters?
I use to live there and went to high school and Cabrillo college there.
So, yeah....Theyzz nutzzy.
I live 35 minutes from them now and they never seem to leave the beach or the forest(where their grows are)
