Since when does over 25 million people, need to ask one person if they can do something ?

That's particularly true for Texas. The independent Republic of Texas joined the union by executing a treaty with the US. It was the only state to join in such a manner. The treaty stipulates that Texas can leave the union any time it wants to. Permission is not necessary.
