I’m being semi-serious on this, because there are too many of these types of shootings to be accidental.
That is an excellent question.
Such dog killings would certainly be palatable (moreover, delightful) to a Muslim.
However, one need not worship the false god Allah to loathe the creations of the true Yahweh.
It may be a case of “there is no god but the State and the officer is its prophet.” Dogs that don’t serve the interest of the state? Well, they may be eliminated at the discretion of the government employee(s) present.
Those who worship false gods tend to have low regard for that which Yahweh created.

I think the answer is there is certain demographic that is deathly afraid of any dogs and lose their minds when any are loose.
I have seen it personally on the many calls for unconfined animal calls I have been on. You would think there was Bengal Tiger stalking the streets.
