Lincoln did not propose it. It was call the 'Corwin Amendment'. It was put before Congress before he even became president, and the amendment changed nothing. The Constitution written in 1887 already made slavery legal. It was a last ditch attempt to avoid secession.
Lincoln said he did not oppose it because it changed nothing and that he had no intention to interfere with slavery where it already existed. His only campaign promise was to block and further expansion of slavery into the territories. That promise to block expansion was what drove the Deep South into secession.

The reason Lincoln and the Republican opposed the expansion of slavery in the territories was to keep them "lily white" for the euro american pioneers.
