The one thing that could make Detroit recover would be to end welfare entirely. If you live in Detroit, you would be ineligible for TARP, food stamps, federal disability, nada. If you don't have a job, move out or starve.
Then again, this would cause the barbarian hordes to descend on the surrounding suburbs, so forget that.
