United States Code, Title 18, Section 922 (g)(5) makes it illegal for an illegal alien or an alien here on a non-immigrant visa to possess firearms or ammunition.
Perhaps they were trying to avoid a customer getting into trouble over purchasing ammo without knowing the law. In that case, it would have made more sense to have put up a notice saying "Non-US citizens should check for possible restrictions on legally buying ammunition" or some such.

Sounds like Dick's is practicing CYA. Sooner or later, there will be a crack down or an attempt. That foolishness with the UN isn't going away anytime soon either.
