I was told that the one-child policy does not apply to members of ethnic minorities...so a lot of Chinese citizens seek to be recognized as a member of one of those minorities.

I believe that is true for some of the ethnic minorities. It is a very complicated country. Best to watch it from afar or visit for short periods. I’ve always liked it while visiting. However, visiting is far different than living there.
