Anything is possible these days, but the reason for large bulk purchases of ammo is that there has been ammo shortage due to war time demand around the world.

This has caused Law Enforcement Agencies to draw down on their reserves of ammo till there is no more stockpile of ammo.

Ammo is more readily available now so everyone is restocking after the shortages.

Yours is the most cogent reason, yet offered, for the purchases. While I hope I’m not being hopelessly optimistic, I feel your explanation is the most rational.

Add to that the demand that can be created at a field office when there's a special event requiring 10 times the number of agents on hand.

They can carry their own ammo to the jump out or it can already be there, on hand, for them to pick up locally.

Your point makes a lot of sense if all the field offices need to restock!

unfortunately... law enforcement doesn’t use hollow point ammunition, afaik

An article was posted here stating that in Iraq the ammo consumption peaked at 70 million rounds per year.

These purchases are 10 times that level.

Your theory doesn't fit these numbers.
