Paterno should have called the campus police the moment that the assistant coach related what he had seen, period. Otherwise, he was, at the very least, obstructing justice and became an accessory after the fact.The Grand Jury, and the Attorney General, and the laws of the state of Pennsylvania disagree with you.

I suppose the laws differ from state to state. Where I live, you see a crime, you report it. There’s no other option available unless, if caught. you beome an accessory or “failure to report a crime” or some such.
