The ratchet effect. Ratchets move forward in small increments; they never move backwards.
Just look at what the EPA (a Nixon creation) has done. They have completely changed the electricity generation industry with no vote by Congress by essentially banning coal power plants.
Where is the R leadership on this???
The EPA didn’t get this power overnight.
So you feel that either Hubert Humphrey or George McGovern would have been better for the nation.
