Does that include the almost 50% that pay nothing? I doubt it.
True for income taxes, not true for sales tax, gasoline tax, property tax, cigarette tax, alcohol tax,..., brass tax, carpet tax, &c. &c. I'm sure you get the idea.
When you think about it taxes like the sales tax impact the poor much harder then the wealthy since the tax represents a greater percentage of their income. Which is probably why a "flat rate" income tax has so far been a non-starter.
