I agree 100% with XS - the hoodie is not owned by blacks - we all have them and use them. Sure, cold weather or possibly rain (although they are not waterproof) might cause you to have the hood up, but there is a huge difference in the way one of my neighbors would react to being stopped and the way someone who was casing an area would react, and the police would quickly agree with that. There is a reason the Cops shows on tv are so popular - they show how the police react to situations where they perceive danger, as opposed to the same type of situation where their training and intuition tell them there is no danger.

Example: I live in a nice neighborhood - some richer than others, all types of nationalities/backgrounds. I never feel unsafe here. I was driving a few months ago and a very large group of young black men were in the middle of the street playing ball - it was an unusual site only because I travel that street daily and had never seen a large group of kids or young men there. They didn't scare me a bit, they looked like they belonged here and were polite and moved. It wasn't the race of the kids, it was their behavior - Now, if they had stood in the road and approached me for some reason it would have probably scared me - their actions determined how I perceived them.
