No, not necessarily. Most "gated communities" have gates that open and close with each person coming and going. This place (like most like it) is decorative at best. A kid could climb over that wall and I doubt those gates are ever closed. But it's all a guess as I do not live there.

Sure they can climb over the wall but they do keep out the unauthorized vehicle traffic. Some gates are closed all of the time, some during the night only, and some never.
