Until I saw the part about the population over 250,000 I wouldn’t have placed El Paso on that list. It’s got a huge military presence that is going to be growing over the next few years, but it is on the border, and a lot of the folks that could moved from Juarez to El Paso to get away from the violence.

El Paso is one of the safest cities in the US. It is about 80% hispanic, 14% white and 2.6% black. Maybe poverty isn't the biggest factor in crime?
