It’s a forwarded e-mail - just search the title and a bunch of the same posts pop up all over message boards on the net.
Other message links have the links to the information - from 2007. I think I saw one from snopes too (didn’t click onto it)
I actually did do a search on this phrase: “10 poorest cities”
I got one thread...the one I just posted that request on.
