If she’s been here since age 4, she’s probably not very bi-lingual.

Why can’t people understand that they need to fill out paperwork and apply for citizenship legally? Could I go to Columbia, break their immigration laws and expect to be embraced?

She lives in Miami and her mom spoke spanish. She most certainly is bi-lingual. Its a rare person in Miami who isn’t. She probably speaks spanish better than english.
