Why should he give any latitude to law-breakers?

In this county, all the city PDs send their arrestees to the county slammer, regardless of what they're accused of. People that haven't even been charged with a crime go to his jail and are then denied routine medical treatment, like anti-seizure or gastrointestinal medication. Others, also uncharged, contract difficult to treat fungal infections and parasites at the jail, and are denied treatment. These are not hypotheticals, these are specific cases I know of. It's not torture, but is it right?

If they're injured committing crimes, screw them, but that's not all that's going on here. Maltreatment of uncharged people. Not "law-breakers" until they're charged and convicted. The cases I've described were people who were simply arrested, never charged, and in fact never convicted of anything in the end. That's what's going to eventually cause him problems.
