I think you may be mis-interpreting the current-day importance of this passage.

Today we understand the meaning of "bricks and mortar".
Today we recognize why people have been "scattered ... abroad from there over the face of all the earth".
Today we understand the significance of the instruction to cease building the city.

Obviously, we're supposed to use the internet for our communications and purchases.

The intention was to indicate the reality that simply because a great many people agreed to come together and do something, it did not, and does not mean what they intended to do was/is a good thing or pleasing to God.

Many are convinced by the fact a group of people are agreeing ... so then it must be the thing to do. People are easily mislead, as is evident today. In church and in the world, there are many misadventures.
