What you said makes no sense. Something can’t already be happening 1,000 times more than it is currently happening. Legalizing behavior will make it MORE COMMON. It’s been shown time and time again that government incentives and disincentives have a direct effect on the behavior of the population.
Also, it’s obvious to anyone with an IQ over double digits that lowering the cost of something means more people will buy it more often. Legalizing drugs will absolutely lower their cost to the consumer.
