Both the Eloi and the Morlocks were blond, suggesting one of two things. Either Aryan types were more resistant to radiation, or more capable of survival underground; or that England had been repopulated by Nordic peoples.
Last time I looked a whole sh** load of people in England were descended from the Norsemen. In fact William the conqueror and his people(the Normans)were descended from Nordics, so the fact that there are mostly blonds in that movie is spot on. Lots of blonds in England.
