Can anyone tell me why this needs governmant approval? What does it have to do with the federal government?

Couldn't all the states involved just run the pipeline with the shale oil companies putting up the capital to get it to the refineries?

I am so sick of the feds playing Mother Hubbard on everything.

Because the project crosses an international border, the state deparment has the right to approve or reject the project.
